What the substation upgrade gantt chart template: transformer lead time and outage window process is

Replacing a transformer or switchgear in a live substation is different from most projects, because the key work cannot start when you are ready. It can only happen while the circuit is taken out of service, and that window is agreed with the network operator, often long before and for a short time. The plan has to answer two questions: will everything be ready before the window, and will the work fit inside it? A timeline shows which preparation is slowest and how much room the rest has.

This template has four groups: Design and approvals, Long-lead equipment, Outage works, and Testing and return to service. It has 22 tasks and four milestones: "Design approved", "Equipment on site", "Circuit re-energised" and "Return to normal operation". "Define upgrade scope and outage constraints" (3 working days) is the only starting task. It leads to "Complete detailed design" (8), to "Write equipment specification" (4) and to "Submit outage request" (2). Design approval is the gate for the order: "Place transformer and switchgear orders" (2) needs both "Design approved" and the specification, because a changed rating after the order is placed is the most expensive late change in this kind of job.

In the illustrative numbers the date is set by the equipment, not by the paperwork. "Manufacture transformer and switchgear" (35 working days) is followed by "Run factory acceptance tests" (3) and "Deliver equipment to site" (5), so "Equipment on site" lands 56 working days into the plan. "Outage approval wait" (15) is an external wait: it starts after "Submit outage request" and ends on day 20, about 36 days before the equipment is ready, so it has plenty of room here. Replace its duration with whatever the operator tells you. "Prepare switching and commissioning plan" (4) follows "Design approved" and also has room. All three, the wait, the plan and "Equipment on site", must finish before "Outage window" can open.

"Outage window" (12 working days) is the one task meant to have a fixed Start. Put the agreed date in its Start and give "Define upgrade scope and outage constraints" a fixed Start on the day you begin. The plan starts on the earliest fixed Start and is scheduled forward from there. If the preparation cannot be finished by the window date, the window task is flagged with a conflict that names the earliest date its dependencies allow, so you can see the gap before you ask the operator to move it. Inside the window the work is a chain: "Isolate and earth the circuit" (1), "Remove the old equipment" (2), "Install new transformer and switchgear" (4), "Terminate cables and connect protection" (2) and "Run protection and site acceptance tests" (3) add up to the 12 days, and each is linked to the next, so anything that runs long uses the margin you do not have. After "Circuit re-energised" come "Monitor under load" (3), "Return to normal operation" and "Update records and close out" (3). All durations are illustrative: replace them with your own supplier lead time and with what the utility or operator tells you.

A timeline schedules the work. It does not make any isolation, switching or test safe, permitted, certified or compliant, so keep permits, safety documents and sign-offs as tasks with named owners. For related plans, see /templates/equipment-installation-gantt for installing equipment without a fixed outage, /templates/maintenance-shutdown-gantt for another work package inside a closed window, and /templates/energy-isolation-process and /templates/electrical-system-commissioning-sop for the step-by-step procedures behind the window. What this flowchart covers

In this template

  • Four groups, Design and approvals, Long-lead equipment, Outage works, and Testing and return to service, with 22 tasks and four milestones: "Design approved", "Equipment on site", "Circuit re-energised" and "Return to normal operation".
  • A design gate in front of the order: "Place transformer and switchgear orders" needs "Design approved" and "Write equipment specification", so nothing is bought on a rating that may still change.
  • A long manufacturing chain: "Manufacture transformer and switchgear", "Run factory acceptance tests" and "Deliver equipment to site" in sequence, ending at "Equipment on site".
  • An external wait running beside the equipment: "Submit outage request" and "Outage approval wait", with "Prepare switching and commissioning plan", all needed before "Outage window".
  • A fixed window with the work inside it, from "Isolate and earth the circuit" to "Run protection and site acceptance tests", followed by "Monitor under load" and "Update records and close out".

When to use this template

  • You are replacing a transformer or switchgear and need to see whether the equipment will arrive before the outage you have been offered.
  • You want to check that the 12 days of work fit inside the window, and see what is left to do if a task runs long.
  • The operator has not confirmed an outage yet and you want to see how early the request must go in.
  • You plan several upgrades on one site and want a standard plan to resize for each.

The plan, task by task

Every task in the chart with its length in working days and what it waits for. A dependency is a step number; SS is start-to-start, FF is finish-to-finish, and +n is a lag in working days.

How it works

  1. Set the scope and the constraints

Shorten "Define upgrade scope and outage constraints" and "Complete detailed design" if the design is already done. "Design approved" is the gate for the order, so keep it even when the design is quick.

  2. Replace the lead time

Set "Manufacture transformer and switchgear" from the supplier's quoted lead time, not a guess, and adjust "Run factory acceptance tests" and "Deliver equipment to site". This chain usually sets "Equipment on site".

  3. Replace the outage wait

Set "Outage approval wait" from what the operator or utility tells you. It is a wait you do not control, so enter their number and check that it ends before "Outage window".

  4. Fix the window

Give "Outage window" a fixed Start on the agreed date, and give "Define upgrade scope and outage constraints" a fixed Start on the day you begin. If the flag names a later date than the window, the preparation will not be ready in time.

  5. Size the work inside the window

Set each of the five tasks inside the window from your contractor's method, and make sure their total still fits the window's own duration. Add a margin as a separate task rather than hiding it in a duration.

  6. Add owners, share and export

Put the person responsible for each task in People, share the chart as a link with the contractor and the operator's planner, and export a PDF or PNG for the outage meeting.

Frequently asked questions

What decides the date in this plan?

Two things together: how long the equipment takes to arrive, and the outage window you are given. The preparation has to finish before the window, so the equipment chain usually sets the earliest possible window, and the window you were offered tells you whether it is enough.

How do I check the window against my preparation?

Give "Outage window" a fixed Start on the agreed date and "Define upgrade scope and outage constraints" a fixed Start on the day you begin. The plan starts on the earliest fixed Start and is scheduled forward. If "Equipment on site" or "Outage approval wait" cannot finish before the window, "Outage window" is flagged with a conflict naming the earliest date its dependencies allow.

Does the chart know whether the outage is approved?

No. It shows when you plan to submit the request and how long you expect to wait. It does not contact any operator. When you hear back, change the duration of "Outage approval wait" and the dates after it move.

Does it make the switching safe or compliant?

No. A timeline schedules the work. Safety documents, permits, switching programmes and test sign-offs are procedures with their own owners; keep them as tasks. See /templates/permit-to-work-process for a permit routine.

Why is there a separate task for the window?

So the date you were given has a place in the chart. "Outage window" is the one task that is fixed, and the work tasks start with it. For how overlap and fixed dates work together, see /guides/gantt-chart-dependencies.
