What the payment approval process is

Payment approval is distinct from invoice approval. Invoice approval establishes that a supplier invoice is valid; payment approval establishes that a prepared population of valid invoices may leave the bank at this time, to these payees, through this payment file. It therefore needs a review of holds, unusual items, payment totals and supplier-bank controls.

The template separates AP preparation, master-data verification, controller approval and treasury or bank release. A bank-detail concern stops the payment rather than being resolved by the person preparing the file. A dual release is a separate confirmation from delegated approval, not a second name on the same spreadsheet.
