The competence decision is the one branch in this chart that cannot be overridden by a booked transfer slot or a customer waiting on site. Attach a named role, not just a title, to "All assigned technicians hold current GWO and offshore safety certification for this site?" so there's no ambiguity about who can pull a technician from a mobilization.

"Complete site safety induction and permit-to-work briefing" is run by the site operator, not by Scanel, and it is specific to that site's muster points, comms channels and permit system. It happens after the technician is dispatched because it can only happen once they are physically at the site or the site's onboarding point, but the chart still gates "Execute scheduled electrical work under site permit-to-work" behind it: no tool is picked up before induction is signed off.
How is this different from Scanel's Marine Electrical Installation SOP?
The Marine Electrical Installation SOP starts from a defined scope of work and assumes the technician can already reach the site and is already qualified to be there. This SOP exists for offshore and wind sites where neither is a safe assumption: it adds the certification gate, the travel and mobilization logistics, and the site induction before work execution, and it deliberately does not describe how the electrical work itself is performed.
Does this SOP describe how the electrical work on site is actually performed?
No. "Execute scheduled electrical work under site permit-to-work" is a single row on purpose. The Marine Electrical Installation SOP, the High-Voltage Electrical Work SOP or the ATEX/EEx Equipment Service SOP describe how that work is performed, depending on what the job is; this SOP covers everything that has to happen before a certified technician can start that work at a remote site, and everything that has to happen to get them and their equipment home again.
